I am directed by Mr. Secretary Balfour to transmit to you herewith, for the information of the Secretary of State for the Colonies, a covering sheet concerning an intercepted letter addressed by the Portuguese Consul at Hong Kong to the Portuguese Minister of Marine, together with an abstract of the letter referred to therein.

Mr. Long is doubtless aware that there is at present no Military Service Agreement between is Majesty's Gov- ernment and the Portuguese Government.

The letter has been allowed to proceed to its destin-

ation.

Copies of this letter have been sent to His Majesty's Ministers at Lisbon and Peking.
